Regulations set stage for urban planning

   THE Zhuhai Urban Planning Regulations issued on Thursday will be used as the foundation of Detailed Rules to implement that document and to set Urban Planning Standards & Guidelines as well as the Administrative Penalty for Violations of Urban Planning, according to Xu Qiuping, director of the municipal Department of Construction.
   The new regulations state that unified planning, land control, classification of function zones, vertical planning, infrastructure construction planning, artistic landscape planning, garden landscaping planning and architectural plan investigation will be conducted.
   The construction of any non-public- use architecture higher than 25 metres above sea level and any high-rise architecture within 200 metres of a hill are strictly controlled, according to the code.
   The regulations affirm the role of the Urban Planning Board, which is obliged to discuss urban planning business with the city government. It also says that the Standing Committee of the municipal People's Congress shall investigate the overall urban plan, modification and short-term construction plan before granting approval. On the other hand, the municipal government is obliged to report to the Standing Committee on the constitution, implementation and supervision of the regulations.
   Residents are also encouraged to contribute ideas about urban planning, to supervise and to report on or sue over violations, which are to be regularly made public.
   The regulations point out that efforts should be made to highlight the natural seaside view and to place strict control over architectural density and high-rise buildings in urban planning.
   Furthermore, buildings, architectural clusters, historical sites and relics, scenic spots and planned nature reserves should be put under the protection of the urban planning or in architecturally controlled areas. Under the protective range, any construction unrelated to the protected objects are not allowed; in the architecturally controlled areas, any architecture or structure inharmonious with the protected objects are not allowed to be built or reconstructed.
   The entire land for construction should be limited to 9,000 persons per square kilometre, according to the regulation.
   Sea reclamation and alteration of natural coastlines are strictly controlled and construction damaging natural hills and islands or other natural views is banned. The Wanshan Archipelago, Dangan Archipelago, Jiafeng Archipelago, Hengqin Island, Guishan Island, Inner and Outer Lingding islands are under the unified planning and administration of the municipal government. Any illegal development or occupation by units or individuals is prohibited.
   Construction of non-public-use architecture or structure is banned from 120m to 300m off the coast on land, which is planned for landscaping or civil work.                    (ZD News)
