The third of its kind following the Zhuhai Urban Employees Medical Insurance System and the Zhuhai Migrant Labourers Catastrophe Medical Insurance Provisional Regulation, the regulation contributes to the establishment of the complete, multi-level medical insurance system. It embodies the equity of social security to put the children of migrant workers under the system and helps solve the major problem of migrant workers, experts say. According to the regulation, students enrolled in technical secondary, middle, elementary and special-education schools and children in kindergartens or at home, including those of migrant workers who have signed a labour contract with their employers or run businesses in Zhuhai, are eligible for the medical insurance system. Besides, enrolled students can get insured at college or university. The insured, upon the yearly payment of 90 yuan each, can get fiscal subsidy of 30 yuan ($3.64) per person. Registered low-income families are exempt from the payment, which will be replaced by a municipal or district fiscal subsidy. The insured registered with the Rural Cooperative Medical Insurance Scheme pays 45 yuan ($5.50) with fiscal subsidy of 15 yuan ($1.82) each per year. College students are excluded from the fiscal subsidy. Schools and kindergartens are responsible for the medical insurance procedures of the students while the parents of children out of school or kindergarten shall go through the procedures at the Labour Security Office in the subdistrict or town. The Medical Insurance Funds will begin to be collected as of September 1 and a mobilization drive will be made to urge municipal and district education departments to take charge of the organization, according to Yan Haobo, vice director of the municipal Labour & Social Security Department. The funds collection for the first year is expected to be complete in November. Upon showing their Social Security Card in outpatient and inpatient departments at designated hospitals, insured minors can go straight home without paying the medical treatment fees, which are to be settled between the Social Security Department and medical institutions. Those who received diagnosis and treatment in out-of-town hospitals or non-designated hospitals can pay the fees in advance before the Social Security Department credits the fees to the patient's account on the day after careful examination of the invoices and receipts.
